China's quality education is biased and utilitarian, says Shi Dingguo, a member of Chinese People's Political Consultative Conference who received widespread applause for her comments, Oriental Morning Post reports.

As a former professor at the Beijing Language and Culture University, spoke of one example on May 20 when the Ministry of Education issued a document requiring primary and middle schools to enforce the "2+1" Project, which requires students to master two sport skills and one art skill.

"Why should the skills be considered as a judging index? Besides, do sports and art skills represent a quality education??" she questioned.

To boost educational reform, first we should transform the role of education authorities. The Ministry of Education's responsibility is to monitor the effective enforcement of education laws. They should distribute powers to schools and universities rather than concentrate powers, she said.

"Give university students time and room to stimulate their curiosity in new things and new ideas. We should also develop their consciousness of citizenship and social responsibilities, " Shi added.
