Annual session of Shanghai Municipal People's Congress concludes
The annual plenary session of the Shanghai Municipal People's Congress, the city's legislative body, concluded on Saturday, having completed all its agendas.
At the closing meeting, deputies to the city's congress voted to approve resolutions on the annual Shanghai government work report and the city's 15th Five-Year Plan (2026-30), among others.
Chen Jining, Party secretary of Shanghai, said that all the deputies faithfully fulfilled their duties during the session, gathering public opinions and wisdom, and deliberating on major development plans. This demonstrated a high sense of responsibility and a vibrant spirit, highlighting the advantages of whole-process people's democracy.
The next five years represent a critical period for Shanghai to leverage its strengths and achieve comprehensive progress, as well as a decisive phase for transformation and upgrading, said Chen. Shanghai is expected to play a leading and exemplary role in advancing Chinese-style modernization, he added.
Chen further noted that Shanghai should enhance its capabilities and core competitiveness as an international center for economy, finance, trade, shipping, and scientific and technological innovation, and accelerate the cultivation and expansion of new productive forces. The city should also better implement national strategies, safeguard national interests, and ensure national security.
Shanghai is set to vigorously promote pioneering reforms, leading openness, and breakthrough innovations, thereby stimulating the momentum and vitality for high-quality development and better exploring new mechanisms and paths for the nation, Chen said.
