School in Henan forced to refund nap fees

The education and sports bureau of Chanhe district in Luoyang, Henan province, issued a statement on Nov 28, addressing recent online concerns about Junhewan Primary School charging fees for students' noon breaks.

The bureau immediately established a working group to investigate and verify the situation after noticing the online posts. The investigation confirmed that Junhewan Primary School, after seeking opinions and discussions with the parents' committee, provided nap chair rental services for students in need through a third party, under the principle of voluntariness. However, due to a lack of rigor and standardization in the implementation process, the move sparked discussions among parents.

The working group has instructed the school to fully refund all collected fees and to investigate and handle the personnel responsible in accordance with regulations and discipline.

The earlier online posts claimed that the primary school charged students for resting their heads on desks during noon breaks. The posts argued that it was unreasonable to charge fees for using school desks and chairs.
