I'm from Germany myself and have seen plenty of women's parking spaces around. However it has absolutely nothing to do with how well women park. The parking spaces are placed in the centre of the car park where it's more brightly lit, as a safety measure. The idea is that women don't have to walk to the dark areas of the car park, especially during the night.
