When I was living in China up to 2010 (excepting during the 2008 Olympics), there was a max of US$500/day could be transferred out of China (by a foreigner), unless you had a huge amount of paperwork. To send money back to Australia for my children, it took a full day every month to obtain all the paperwork, then another 1/2 day going to the bank, dealing with all the queues, going back after lunch for additional signatories, etc, etc.
