Scaring corrupt types not enough

Hong Zhaoguang, chief expert of the Ministry of Health, recently said corrupt officials live shorter lives than most because they are constantly under enormous fear and pressure. However, many unscrupulous types may feel at ease when they pocket bribe money, sound in the knowledge they can afford superior medical care.
