Accelerating the "Internet Plus" Regulatory Transformation(No. 180, 2016)

Abstract: The “Internet Plus” has posed some challenges to the traditional regulatory system of the government. For instance, they have changed the traditional industrial layout, subverted the enterprise performance mode under supervision, weakened the foundation of traditional regulations, obscured the boundary of traditional industries, queried the separated regulatory mechanism, broken the restrictions of geographical-based services, raised doubts about the regulatory pattern of territorial division, changed the industrial organization mode, and questioned the management mode of the government-backed business regulation. In addition, the massive growth of data and frequent updating of business have led to challenges toward the traditional offline inspection and supervision mode. It is suggested that efforts should be made to accelerate the "Internet Plus"-based regulatory transformation, including re-examine the principles relating to government regulation, dynamically adjust the object and content of the regulation, adhere to the principle of fair competition, support the further progress of “Internet Plus”, further integrate the scattered supervision resources based on intensifying the cooperative supervision at departmental and regional level, play the role of the network platform, form a joint governance structure with the participation of the government, enterprises, netizens and related stakeholders, strengthen the cooperation between the government and enterprises, and use the big data, artificial intelligence and other advanced techniques to support the supervision and targeted services to the public.
