Zhangjiagang started a reading promotion event themed “Reading Makes Zhangjiagang More Civilized” this year. By the end of June, the city had set up the city reading index, reading guidance system, reading guide qualification certification and several community reading sites. Reading guides are chosen from citizens fond of reading and are responsible for giving people guidance on reading. They have to pass exams and get trained before guiding others. According to the reading bluebook of citizens in Zhangjiagang in 2012, 89.5 percent of people over 18 have read books in various ways, 12 percentage points above the national level. However, 77.3 percent of people think they should read more books and 38.7 of people think they should read more kinds of books.
