Fujian province will improve its work by pushing for reforms in key areas and delegating more administrative powers to local authorities, according to Su Shulin, Fujian's governor on Jan 28.

The province will cut more red tape in 2015, deepen reform of the commercial system, promote e-business registration and beef up market supervision, said Su in the government’s annual work report delivered at the 3rd session of the 12th Fujian Provincial People’s Congress.

In addition, Fujian will accelerate the reasonable allocation of various resources, which includes applying registration of real estate, straightening out various land rights in rural areas and carrying out reforms of port management, the electricity system and the price of natural gas.

Fujian will adopt a more scientific budget management mode regarding the government’s debt loaning and financing. There will gradually be fewer direct fiscal subsidies for enterprises, but more financing methods, such as the setting up of equity investment funds to attract private capital, allowing them to enter some previously sensitive fields like infrastructure and social affairs. Some state-owned enterprises will be merged to elevate their competiveness.

Last but not least, Fujian will push for an overall reform of social affairs, especially healthcare. The public hospital will be expanded to cover more grassroots people with an estimated additional 8,400 sick beds. Rural and urban medical insurances will be consolidated, with more financial support from local governments. Meanwhile, social capital will be encouraged to engage in the medial field, according to the report.
