Abstract: Questionnaire survey findings on the implementation result of the government financial supporting policies for foreign trade micro, small and medium-sized enterprises since the outbreak of COVID-19 pandemic show that in more than half of the enterprises, the present sales income is less than half of the previous earnings and fund shortage is still one of the main difficulties facing the work and production resumption. Although financial supporting policies have been steadily put into effect, the surveyed enterprises still have great demands for credit guarantees, commercial credit financing, and easy access to obtaining foreign exchange. Different enterprises involved in different kinds of export products have different demands for financing and supporting policies. To give fuller play to the current supporting policies, related departments need to make implementation rules of financial supporting policies more well-defined based on the characteristics of enterprises, and further roll out the policies by easing application restrictions, simplifying application procedures, further communicating with enterprises to enable them to better learn about details of relevant policy measures, improving government credit enhancement mechanisms, and coordinating financial policies with other policies for boosting stable performances of domestic enterprises in a bid to boom the implementation of government financial policies to bolster the development of micro, small and medium-sized enterprises.
