Abstract: Jiangsu Province, an area with relatively advanced economic development in China, is an important part of the national strategies of integrated development of the Yangtze River Delta and the Yangtze Economic Belt. In recent years, Jiangsu Province has been actively promoting high-quality development. It has made significant progress in improving air quality, continuously reducing the total amount of pollutants discharged from major industries and realizing prominent achievements in urban green development, through optimizing structure, emphasizing the key issues, and implementing comprehensive measures. At the same time, Jiangsu’s economic development is still facing severe challenges of air pollution for a long period of time to come. For example, the difficulty of fundamentally changing the coal-based energy structure in the short term, bottlenecks in green transformation and upgrading of the industry as well as the “pollution transfer” caused by inter-city space transfer of the industry. That is also the practical dilemma faced by many provinces and even the whole country in economic development. In order to solve these problems, Jiangsu has to take multiple measures, implement co-governance between different industries and ensure multi-dimensional supervision and check, accelerate the optimization of energy structure, deepen comprehensive governance in all respects, and accurately consolidate the city’s green development capacity, so as to help Jiangsu take the lead in realizing the goals of high-quality development and building a beautiful Jiangsu.
