Abstract:
Since 1999 when returning farmland to forests project was launched in the country, primary outcomes have been seen in many localities and are studied in Shaanxi and Heilongjiang Provinces. Based on the observed progress, the major measurements, the operation of the policy as well as the overall effect in the two provinces, this study specified six major problems in the implementation of returning farmland to forests, including insufficient input, the incomplete subsidy policy and a lack of follow-up policy, etc.?
