Suggestion on promoting lifetime study system

Abstract:
In most of the developed countries, building a lifetime study system has become a basic national policy. In China, it is an urgent issue to build such a system. The major difficulties facing this task are: lack of common understanding and funding, lack of unified and superior authority as the promoting agency, and lack of efficient promotion mechanism. Therefore, it is necessary to have lifetime study system included in the 11th Five-Year Plan, set up a high-level authority and coordination agencies, actively promote the transition of government functions, raise funds through multiple sources and practically improve the study and education quality.?
