Abstract:
Government plays an important role in the application of mobile 3G: the regulator for telecom industry, the promoter for IT industry development and the shareholder of operators. The application of mobile 3G involves sophisticated separation of interests. There might be interest conflicts among different government departments and this will make it difficult for the government in policy making. The government's function should be in place and appropriately exploited but not overexploited.
