Tax payers only have to scan a QR code with their Alipay or Wechat mobile app, and the payment is made instantly through their mobile phone.

First of its kind in Jilin, the intelligent system is part of the efforts made by Jilin to streamline bureaucratic processes that bedevil government services.

"The intelligent system is so convenient and saves me a lot of time," said Wang Lin, accountant of a local company. It took her only three seconds to finish paying her tax bill that day.
