Guangdong province vows to invest 157.6 billion yuan ($25.3 billion) on 10 issues concerning people's livelihoods in 2013, a 10.6 percent increase on 2012. The provincial government achieved its goal of addressing the 10 issues, including employment, housing, education, medical service and food safety, in 2012.
