"We should strike a balance between the part and the whole, the short-term goals and the long-term aims, as well as the key and other issues, and promote balanced development among regions, between urban and rural areas, between material and cultural issues as well as economic growth and national defense building," Xi said during a meeting with high-ranking officials on Jan 18, 2016.
