Beijing may offer hukou to elite immigrants

Beijing may loosen its restrictions on elite immigrants' ability to get a permanent residency permit, The Beijing News reported Tuesday.

The Beijing Municipal Committee of the Chinese People's Political Consultative Conference approved a proposal which suggests Beijing should establish standards against which the city can evaluate whether its immigrants are qualified to get a Beijing hukou (residency permit).

"(We should) establish different standards on introducing high-level talents and talents urgently needed according to the situation of strategic and rising industries, ... (We should) try a scoring system. Those applicants who gained enough scores are allowed to get a Beijing hukou," the proposal says. 

According to the Beijing Times, the city is going to set up a temporary residency system in five years so those who don't have a Beijing hukou will be able to enjoy public service according to how long they have stayed in the capital, how long they've been paying taxes and how long they've been included in the Beijing social security system.

Beijing is not the first city to introduce a scoring system in granting hukou to immigrants. Shanghai set up a scoring system in 2004 and Zhongshan, of Guangdong province, set up a scoring system in 2009.
