Chinese delegation questions Bali climate conference procedure

BALI, Indonesia -- The Chinese delegation to the United Nations Climate Change Conference Saturday voiced disscontent over the Conference for attempting twice to forcibily put to vote a draft document before concensus was reached.

The Group of 77 and China also expressed objection to an item in the draft decision of the 13th Session of the Conference of Parties to the UN Framework Convention on Climate Change (UNFCCC).

"This item infringes upon relevant principles of the Convention and developing countries can not accept it," Chinese delegate Lu Xuedu told reporters.

The draft decision requires "measurable, reportable and verifiable nationally appropriate mitigation actions" by developing countries to curb greenhouse gas emissions.

Lu said the draft should at the same time call on developed countries to take concrete actions to help the developing countries fight climate change by providing them funds and technology and aid in capacity-building.

Saturday morning's session was suspended after the Chinese delegation raised questioning over the impartiality of the Conference procedure.

After the United States agreed to accept a compromise proposal, the conference adopted the final decision later Saturday setting an agenda for talks on a new global warming pact to succeed the Kyoto Protocol at the end of 2012.
