On January 31, 2004, the Opinion of State Council on Promoting the Stable Development of Capital Market and Reform and Opening up was promulgated, which clearly pointed out that vigorously developing the capital market is of great significance for China to fulfill the strategic goal of quadrupling the national economy in the first 20 years of this century.
