OVC launches global talent recruitment initiative
The Optics Valley Global Talent Recruitment Initiative has been launched to promote the introduction of global talent and improve support mechanisms for overseas talent.
Target Groups:
1) Qingzhouxing Program: For overseas PhDs, postdocs, and researchers in science, engineering, agriculture, and medicine who are in discussions with employers in Wuhan East Lake High-tech Development Zone (Optics Valley of China, or OVC) but have not yet formally joined.
2) Talent Reward: For talents in science, engineering, agriculture, and medicine who returned to China on or after Jan 1, 2021, with at least three years of overseas study, research, or full-time work experience (overseas postdoc experience can be relaxed to two years), and who are first recruited full-time from outside Hubei province by OVC employers (excluding State-owned enterprises at the district level and public institutions) on or after July 1, 2025.
3) Talent Introduction Reward: For OVC employers who have newly recruited overseas talents (specified in Talent Reward).
4) Talent Recommendation Reward: For recommendation agencies that introduce overseas talents (specified in Talent Reward) to OVC employers.

Selection Criteria and Financial Support:
1) Qingzhouxing Program
PhD and postdoc talents from overseas universities and research institutes: For recognized talent with no more than two family members, a monthly financial support of 15,000 yuan ($2,170) will be provided; for those with more than two family members, a monthly financial support of 40,000 yuan will be provided.
Industrial talents such as chief engineers and senior R&D personnel from overseas companies: For recognized talent with no more than two family members, a monthly financial support of 25,000 yuan will be provided; for those with more than two family members, a monthly financial support of 60,000 yuan will be provided.
2) Talent Reward
Category A talents (chief scientists, chief engineers, and senior R&D personnel from globally renowned tech companies, and mid-level or above management and engineering talents from Fortune Global 500 and other well-known overseas companies) will receive 300,000 yuan in financial support.
Category B talents (PhDs and postdocs) will receive 100,000 yuan, and Category C talents (master's degree holders) will receive 20,000 yuan. A single applicant unit can receive up to 1 million yuan in talent rewards annually.
3) Talent Introduction Reward
Employers recruiting overseas talents with an annual salary of 560,000 yuan per person will receive a reward of 50,000 yuan per person. An annual Overseas Talent Introduction Contribution Award is set for the top five employers by number of overseas talents introduced, with a reward of 100,000 yuan for each. A single employer can receive up to 1 million yuan in talent introduction rewards annually.
4) Talent Recommendation Reward
OVC-based talent recommendation agencies on the zone’s recruitment agency database whitelist will receive a reward of 100,000 yuan for introducing a Category A talent to OVC employers. A single talent recommendation agency can receive up to 1 million yuan in recommendation rewards annually.
