Xi Jinping, general secretary of the Communist Party of China Central Committee, called on Wednesday for non-CPC political parties, the All-China Federation of Industry and Commerce, or ACFIC, and personages without party affiliation to contribute to the development of the country's 15th Five-Year Plan (2026-30).

Xi, who is also Chinese president and chairman of the Central Military Commission, made the statement while attending an annual gathering with non-CPC personages at the Great Hall of the People in Beijing ahead of Spring Festival, or the Chinese New Year, which falls on Feb 17.

He extended festive greetings to people from non-CPC political parties and the ACFIC, personages without party affiliation, and other members of the united front.

Reviewing the achievements of 2025, Xi said that China had risen to challenges amid profound and complex changes in domestic and international situations, accomplishing the year's major objectives and tasks for economic and social development. He highlighted the country's efforts to firmly implement the new development philosophy to promote high-quality development, and further deepen reform on all fronts.

China's economy has progressed despite headwinds, developing toward new and better directions, he added.

Xi talked about the country's solid efforts in improving people's well-being, promoting cultural, ecological and rule of law development, and strengthening military and national defense, and said that the nation maintains overall social stability.

He highlighted the country's proposal of the Global Governance Initiative last year as part of its efforts to promote the building of a community with a shared future for humanity. He also emphasized the efforts to improve Party and government conduct.

Noting that the 14th Five-Year Plan (2021-25) concluded successfully last year, Xi said that following five years of relentless efforts, China's strength in economy, science and technology and national defense, as well as its comprehensive national power, had reached new heights.

These achievements were hard-won, resulting from the strong leadership of the CPC and the joint efforts of the people of all ethnic groups across the country, including all non-CPC parties, the ACFIC, and personages without party affiliation, he said.

Xi also emphasized the robust development of the cause of multiparty cooperation with fruitful achievements.

Noting that this year marks the start of the 15th Five-Year Plan period, Xi expressed the hope that non-CPC political parties, the ACFIC, and personages without party affiliation would focus on the central tasks, serve the overall interests of the country and strive to make contributions to the development of the plan for the nation's economic and social development in the next five years.

He called on them to broadly rally support and pool strength for the country's development, always think, stand and work together with the CPC, and provide more practical and useful suggestions for the scientific decision-making of the CPC Central Committee.

Xi underlined the need for them to carry out democratic supervision over ecological conservation and high-quality development in the Yellow River Basin.

He also expressed the hope that they would strengthen themselves to ensure the cause of multiparty cooperation always maintains vigorous vitality.
