China will work towards greater openness and the authorized operation of public data as part of broader push to unleash the value of its massive data resources, according to the country's top data governance regulator.

Authorized operation, as an innovative model for the development and utilization of public data, serves as a useful complement to public data openness, helping stimulate the supply and use of data and promote the commercialization and value realization of data, said Chen Ronghui, deputy head of the National Data Administration, at a news conference in Beijing on Monday.

According to Chen, authorized operation has helped strike a balance between data circulation and security through the introduction of specialized institutions to process and manage data, enabling more data to be made available.

He said authorized operation has also given rise to a batch of data service companies, adding that public data is driving the integrated use of multiple data sources, providing strong support for industrial development and public governance.

"At present, authorized operation is still at an early stage, and we will work with local governments to continue pushing forward the implementation and ensure that more high-value data can be supplied to the market," he said.
