The 15th Five-Year Plan (2026–30) puts high-quality, full employment at the center of development. It calls for more and better jobs, combining job creation with stabilizing existing posts and lifelong skills training so workers can keep pace with change. Key groups such as college graduates will receive greater employment support and better worker protection, giving young people a firmer footing for “good employment and good careers”.
