Some in the West still cling to an “imperial” self-perception—ailing, flailing and at times denigrating more successful nations or stoking fear at home. Meanwhile, global dynamics are shifting from West to East in the economy, demographics and, to a degree, security; cooperation, not zero-sum confrontation, is the prudent path.
