New guidelines align sci-tech innovation with national strategies

China has unveiled new guidelines to optimize the evaluation of science and technology achievements, promoting scientific innovation that aligns with key national strategies.

The revised guidelines, issued by the Ministry of Science and Technology on Monday, stipulate that the national science and technology awards shall adhere to the national strategic orientation, focusing on the global forefront of the science and technology sector, the main battlefield of the economy, the major needs of the country, and the health and well-being of the people.

The awards shall align with the country's major strategic needs and its medium to long-term science and technology development plans, fostering a profound integration of scientific and industrial innovation. These awards are conferred biennially.

The guidelines emphasize prioritizing scientists and frontline technical personnel who have demonstrated creativity in fundamental research, applied basic research, major breakthroughs in core technologies, and the promotion of new quality productive forces, thereby contributing to the realization of self-reliance and strength in science and technology.

The guidelines specify that China's top science awards shall be granted to a maximum of two individuals at a time, with the 8-million-yuan ($1.12 million) prize awarded directly to the recipients. Moreover, candidates are required to demonstrate loyalty to the country, embody the spirit of scientists, maintain active involvement in cutting-edge science and technology, and engage in scientific research or technological development work.

The guidelines for regulation of national science and technology awards were first introduced in 1999 and previously revised in 2004 and 2008.
