BEIJING -- An article by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on guiding economic and social development with medium and long-term planning will be published on Monday.

The article by Xi, also Chinese president and chairman of the Central Military Commission, will be published in this year's 12th issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.

The article is based on excerpts of several major statements Xi made between October 2015 and April 2025.

It emphasizes that the scientific formulation and consistent implementation of five-year plans constitute important experience in the CPC's approach to governing the country.

The article notes the necessity of a profound understanding of global development trends, an accurate grasp of the common aspirations of the people, and a deep exploration of the laws of economic and social development in formulating plans and policies.

As the formulation of five-year plans involves all aspects of economic and social development, and as it is closely related to the work and life of the people, the article highlights the importance of integrating top-level design with seeking advice from the public by fully including social expectations, the people's wisdom, professional opinions and grassroots experience into the formulation of plans.

On the planning of national economic and social development during the 15th Five-Year Plan period (2026-2030), the article emphasizes the importance of an accurate grasp of the requirements for the period, a focus on the key causes of building a strong country and advancing national rejuvenation, and the proper determination of goals and tasks.
