Yang said small and medium-sized enterprises play as important a role as the big ones do in the process of developing China's digital economy. SMEs are an inseparable part of industrial chains and supply chains, as well as a vital source for innovation.

However, some SMEs face challenges such as weak foundation for digitization, lack of funds and talents. Yang said large industrial enterprises should accept their social responsibility, help and support SMEs from upstream and downstream of the industrial chain in digital transformation to promote integrated and innovative development of small, medium, and large-sized enterprises.

Yang suggested that government and relevant associations should work together to launch SMEs' digital development index, providing scientific evidence for their development levels. Meanwhile, a platform to promote SMEs' digital transformation should be built, providing assessment, counseling service, training and funding projects.
