The Central Committee of the Communist Party of China and the State Council, China's Cabinet, jointly issued a document on enhancing and improving rural governance on Sunday.

The document aims to promote modernization of the rural governance system and governance capacity to consolidate the grassroots basis of rural rejuvenation.

Stating that effective rural governance is an important part of rural rejuvenation, the document requires the Party organization's leadership in villages to be improved so that Party members can better play their pioneering role in rural governance. The self-governance capacity of villagers should be enhanced, and villagers' discussion and negotiation models should be enriched. The "Sunshine Project" of village affairs should be implemented in an all-around way, and rural culture and civilization strengthened.

According to the document, an institutional framework and policy system of rural governance should be basically built by 2020. By that time the construction of rural grassroots organizations led by the Party organization will be enhanced, exploration of villagers' self-governance will be deepened, and the rural governance system will be further improved.

By 2035, there will be a system of rural governance led by the Party organization characterized by self-governance, rule of law and rule of morality. The rural governance system and rural governance capacity will basically achieve modernization.
